Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) implemented by the National Skill Development Corporation (NSDC). The objective of this Skill Certification Scheme is to enable a large number of Indian youths to take up industry-relevant skill training that will help them in securing a better livelihood. The PMKVY scheme aims to encourage aptitude towards employable skills and to increase the working efficiency of probable and existing daily wage earners, by giving monetary awards and rewards and by providing quality training to them.

Training programmes have been worked out based on National Occupational Standards (NOS) and qualification packs specifically developed in various sectors of skills. For this qualification plans and quality, plans have been developed by various Sector Skill Councils (SSC) created with the


1. Recognition of Prior Learning (RPL) Type-1

Individuals with prior learning experience or skills are assessed and certified under the Recognition of Prior Learning (RPL) component of the Scheme. RPL aims to align the competencies of the workforce of the country to the NSQF level. Recognition of Prior Learning commonly known as RPL largely refers to a training and assessment process used to evaluate a person's existing skill sets, knowledge and experience gained either by formal, non-formal or informal learning.


2. Recognition of Prior Learning (RPL) - Type 4 (Best in Class Employers)

A new type of Recognition of Prior Learning (RPL) category was envisaged under PMKVY (2016-20) to ensure certification of skills, primarily in the organized sector with best-in-class employers. It enhances the industry acceptability of Recognition of Prior Learning (RPL) certification and extends the outreach of the scheme directly to reputed employers/ industries across sectors.

Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP)

Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) is a programme of the Ministry of Skill Development with loan assistance from the World Bank. It aims to improve skill training qualitatively and quantitatively through strengthening institutions, bring in better market connectivity and inclusion of marginalized sections of the society. This year FFSC has implemented the bridge course of 42 hours in RPL program. The program was done at the Gram Panchayat level by involving District Skill Committee.

Training Projects under Ministry of Social Justice & Empowerment (MoSJE)

The Ministry of Social Justice & Empowerment (MoSJE) is the nodal Ministry overall policy, planning and coordination of programmes for the development, welfare, social justice and empowerment of disadvantaged and marginalised sections of society, including scheduled castes (SC), Other Backward Classes (OBC), the disabled, the elderly, and the victims of drug abuse. The training projects under Ministry of Social Justice and Empowerment (MoSJE) are done with the support of the three apex corporations


1. National Backward Classes Finance and Development Corporation (NBCFDC)

NBCFDC is a Govt. of India Undertaking under the aegis of the Ministry of Social Justice and Empowerment. NBCFDC works intending to promote economic and developmental activities for the benefit of Backward Classes and to assist the poorer section of these classes in skill development and self-employment ventures.

NBCFDC provides financial assistance through State Channelizing Agencies (SCAs) nominated by the State Governments/UTs. NBCFDC also provides Micro Financing through SCAs/ Self Help Groups (SHGs).


2. National Scheduled Castes Finance and Development Corporation (NSFDC)

NSFDC was setup by the Government of India for functioning exclusively for the development of Scheduled Castes. It has been assigned the task of financing, facilitating and mobilization of funds for the economic empowerment of persons living below the poverty line.

This year the skill development training program was conducted under the banner of Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi Yojana (PM-DAKSH). The program helps to enhance the competency level of the target groups and make them employable both in wage and Self-employment for their socio-economic development.

FFSC has imparted the short-term skill development training program to the eligible Scheduled Caste beneficiaries under PM-DAKSH.


3. National Safai Karmacharis Finance and Development Corporation (NSKFDC)

National Safai Karamcharis Finance & Development Corporation (NSKFDC) is an Apex Corporation for the all-round socio-economic upliftment of the Safai Karamcharis, Manual Scavengers and their dependants throughout India, through various loan and non-loan-based schemes. Apart from operating various loan and non-loan-based schemes for the upliftment of the target group, NSKFDC is playing a vital role in the elimination of manual scavenging - the worst surviving symbol of untouchability.

NSKFDC has been designated as the Nodal Agency for the implementation of the Central Sector Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS) under the aegis of the Ministry of Social Justice & Empowerment.

Special project - Training of Jail Inmates

The Special Projects component of PMKVY envisages the creation of a platform that will facilitate trainings in special areas and/or premises of Government bodies, Corporates or Industry bodies, and trainings in special job roles not defined under the available Qualification Packs (QPs)/National Occupational Standards (NOSs).

Special Projects are projects that require some deviation from the terms and conditions of Short-Term Training under PMKVY for any stakeholder. A proposing stakeholder can be either Government Institutions of Central and State Government(s)/Autonomous Body/Statutory Body or any other equivalent body or corporates who desire to provide training to candidates.

Nowadays Jails are being treated as correctional home. Presently in many such homes concerned authorities are sincerely considering to better the situation of the inmates. Prison Authorities are also interested for livelihood training for the inmates which can bring significant changes in the life standard of the inmates and subsequently in rehabilitation process.

Skill Training Under different schemes of Government of India

1. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY)

DDU-GKY is a part of the National Rural Livelihood Mission (NRLM), tasked with the dual objectives of adding diversity to the incomes of rural poor families and cater to the career aspirations of rural youth. DDU-GKY is uniquely focused on rural youth between the ages of 15 and 35 years from poor families. As a part of the Skill India campaign, it plays an instrumental role in supporting the social and economic programs of the government like the Make In India, Digital India, Smart Cities and Start-Up India, Stand-Up India campaigns.


2. National Urban Livelihood Mission (NULM)

NULM program help to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor.


3. Garib Kalyan Rojgar Abhiyaan (GKRA)

The Garib Kalyan Rojgar Abhiyaan (GKRA) is a Abhiyan with a mission to address the issues of returnee migrant workers and similarly affected rural population by Covid-19 pandemic through a multi- pronged strategy of providing immediate employment & livelihood opportunities to the distressed, and creation of livelihood assets to boost the income generation activities and enhance long term livelihood opportunities to them.


4. Commonwealth Educational Media Centre for Asia (CEMCA)

Commonwealth Educational Media Centre for Asia (CEMCA) was established in the year 1994 in response to needs expressed by Commonwealth countries of the Asian region for more effective utilization of educational media resources. CEMCA is also engaged in Skill Development for a better livelihood for youth. FFSC has conducted 12 hours of RPL training program for the wood workers and allied workforce in 2021-22 under the sponsorship of Commonwealth Educational Media Centre for Asia (CEMCA). Industry bodies have taken active role in imparting the sessions during the RPL program.
